An item included with the Marvel Cinematic Universe: Phase 2 BluRay Collection is The Sokovia Accords document calling for the registration of the Avengers. In the Civil War comic by Mark Millar, this was better known as the Superhero Registration Act. You can see the image of this document below via IGN.
It reads:
In accordance with the document at hand, I hereby certify that the below mentioned participants, peoples, and individuals, shall no longer operate freely or unregulated, but instead operate under the rules, ordinances and governances of the afore mentioned United Nations panel, acting only when and if the panel deems it appropriate and/or necessary.
The Avengers:
And then there’s a spot for each of these Avengers to sign: Clint Barton, Wanda Maximoff, James Rhodes, Steve Rogers, Natasha Romanoff, Anthony Stark, Vision, and Sam Wilson.
The list does not include the likes of Hulk, Thor, Winter Soldier, Black Panther, and Spider-Man, and includes only members of the “New Avengers” team we saw form at the end of Age of Ultron but make what you will from the document above.
